  • Unique FEMA declaration counts and the matching source coverage window.
  • Unique NOAA county-event counts, coverage window, and twelve monthly record counts.
  • Same-source state county medians and statewide sample sizes for context.

How to interpret the sources

Administrative records

FEMA declarations

These columns count federal disaster declarations that include an exact county designation. A declaration is a government action, not a complete inventory of physical events.

Observed-event records

NOAA Storm Events

These columns count distinct Storm Events records coded to a county. Forecast-zone and marine-zone records are excluded from the county totals.

Historical record context, not a forecast

Record counts do not measure event severity, losses, personal exposure, current danger, or future probability. FEMA and NOAA totals have different meanings and must not be added into a combined score. Coverage dates are included in every row so comparisons can remain source-specific and time-matched.
