What the group practices

Prioritize life safety

Demonstrate protective actions, injury checks, and a safe approach to immediate hazards.

Assess utility hazards

Recognize suspected gas, electrical, water, and structural hazards without taking actions beyond participants' training.

Establish communications

Use redundant methods to exchange status and needs when internet and cellular service are degraded.

Suggested roles

Exercise coordinator

Facilitates the sequence and separates exercise play from any real incident.

Safety lead

Prompts injury, fire, utility, and structural-hazard checks without directing untrained response.

Communications lead

Organizes check-ins and records which channels remain available.

Five-stage workflow

One exercise, through improvement

  1. 1

    Configure

Choose objectives, audience, roles, and private facilitator notes.

  2. 2

    Conduct

Release each checked-in scenario update manually when the group is ready.

  3. 3

    Evaluate

Record strengths and areas for improvement against the selected objectives.

  4. 4

    Hotwash

Capture immediate participant, facilitator, and observer feedback.

  5. 5

    Improve

Assign corrective actions, owners, target dates, and status.

Participant ground rules

  • Describe protective and assessment actions; do not manipulate utilities or enter unsafe spaces for exercise play.
  • Real injuries, fire, gas odor, or structural concerns immediately stop the exercise and use normal emergency procedures.
  • Do not call emergency dispatch, utilities, or outside organizations as part of the exercise.

Simulation only

Facilitator injects, controller notes, expected actions, and evaluation criteria stay inside the private workspace. If a real incident interrupts the exercise, stop play, use the Live Dashboard, and follow official instructions.
