Intended audience

What the group practices

Maintain wellness checks

Track participants who may be more vulnerable to cold, power loss, medication disruption, or isolation.

Use safe outage practices

Prioritize heat, communications, food, water, and medical needs without unsafe combustion, electrical, or travel actions.

Make a verified relocation decision

Use official travel information, confirmed destinations, transportation support, and clear departure thresholds.

Suggested roles

Exercise coordinator

Releases injects manually and ensures real cold exposure, carbon monoxide, or electrical concerns stop play.

Wellness-check lead

Tracks planned check-ins and assistance without diagnosing or treating beyond participant training.

Continuity lead

Tracks essential supplies, backup power, verified travel information, destinations, and transportation.

Five-stage workflow

One exercise, through improvement

  1. 1

    Configure

Choose objectives, audience, roles, and private facilitator notes.

  2. 2

    Conduct

Release each checked-in scenario update manually when the group is ready.

  3. 3

    Evaluate

Record strengths and areas for improvement against the selected objectives.

  4. 4

    Hotwash

Capture immediate participant, facilitator, and observer feedback.

  5. 5

    Improve

Assign corrective actions, owners, target dates, and status.

Participant ground rules

  • The facilitator releases every inject manually; participants do not infer outage duration or wait for a timed event.
  • Describe all travel, generator, heating, and electrical actions; do not operate equipment, burn fuel indoors, or travel in hazardous conditions for exercise play.
  • Use official sources for real warnings, road conditions, warming locations, and outage information, and do not call agencies, utilities, shelters, or outside organizations during the exercise.
  • Real symptoms, a carbon-monoxide alarm, fire, damaged wiring, or unsafe cold immediately stop the exercise and use normal emergency procedures.

Simulation only

Facilitator injects, controller notes, expected actions, and evaluation criteria stay inside the private workspace. If a real incident interrupts the exercise, stop play, use the Live Dashboard, and follow official instructions.
